About the position
Plant Protection and Quarantine (PPQ) protects the nation's
agricultural resources from the introduction and spread of plant
pests and diseases. This position is located in Watsonville, CA and
serves as the statewide operations manager for the Light Brown Apple
Moth (LBAM) program in coordination with California Department of
Food and Agriculture and County Agriculture Commissioners. The LBAM
is a major pest of over 2000 plant species including 250 crops and
was recently found in geographically isolated locations within the
state of California.
Supervisors within the Animal and Plant Health Inspection Services
(APHIS) are required to display proficiency in the following five
competencies: Accountability, Conflict Management, Developing
Others, Human Capital Management and Leveraging Diversity. Based on
a comprehensive knowledge of the sciences of plant pests and
diseases, the incumbent collaborates with the State Plant Health
Director (SPHD) to plan and direct the full range of field
operations relating to the detection, treatment, containment,
suppression and eradication of a critical outbreak. The scope and
complexity of this outbreak is typically characterized by impacting
or having the potential to impact significant segments of affected
agricultural industry and may include both traditional applications
of containment, as well as innovative eradication techniques or
methodologies that may have never been attempted before.
APHIS is an emergency response agency. This means that all
