APHIS is an emergency response agency. 

This means that all Agency employees may be asked or assigned to 
participate in rotating temporary duty assignments to support 
emergency programs at some time during their careers with APHIS.  It 
is difficult to predict the frequency with which such emergency 
situations may occur - and could range from several emergencies in a 
year to none over the course of many years.  In the event that you 
are called upon to support an emergency program, this may require 
irregular working hours, including overtime, and may include duties 
other than those specified in your official position description.  
While some emergency program support assignments may be able to be 
performed at the employee's current duty station, in other cases 
employees may be asked to go on-site to a temporary duty station 
location.  In addition, it may be necessary for employees to 
participate in multiple rotations to an emergency program 
assignment.  Attempts will be made to keep disruption to the 
employee to a minimum.

This is a TERM appointment not to exceed 2 years and could last up 
to 4 years without competition.  (Appointment may be extended 
without re-announcing.)  It does not confer all of the benefits 
usually associated with the competitive service such as tenure, 
transfer privileges, and retention rights during a reduction-in-
force.  However, the selectee will be entitled to health and life 
insurance benefits, retirement benefits and leave accrual.

Major Duties:
The duties described are for the full-performance level.  At 
developmental grade levels, assignments will be of more limited 
scope, performed with less independence and limited complexity.

Duties:
The light brown apple moth (LBAM) (Epiphyas postvittana) was found 
in California in February, 2007.  LBAM attacks a wide variety of 
plants, including over 2,000 argonomically important crops and other 
non-crop plant species.  The incumbent of this position serves as a 
program manager with oversight for the LBAM program in cooperation 
with the California Department of Food and Agriculture.  Performs 
other duties to ensure eradication of LBAM within the United States 
and provides oversight and coordination within APHIS and other 
stakeholders to assure the eradication and management goals of the 
LBAM are met.  The primary purpose of this position is to provide 
leadership and program management expertise on issues of major 
importance to state, region and nation-wide PPQ programs 
specifically relating the LBAM.  This includes the provision of 
staff advisory services to the State Plant Health Director, leading 
projects, programs, or major segments thereof, leading and 
participating in management, quarantine compliance and eradication 
carried out in the region, as well as extensive collaboration with 
the highest levels of PPQ management, to effectively integrate 
national endeavors into the long-range management of PPQ's 
nationwide policies and operations.

The duties may include but are not limited to:  The incumbent 
provides the overall leadership and management for the LBAM 
eradication program in California.  Evaluates resource needs of the 
program and works in consultation with the State Plant Health 
Director and Assistant Regional Director to formulate budgetary and 
staffing proposals.  These management responsibilities are 
significantly complicated by shifting regional priorities, the 
unpredictable nature of funding for many agency initiatives, and by 
the uncertainty inherent in the reliance on cooperative agreements.  
Within this framework, the incumbent directs the full range of 
survey, regulatory, environmental monitoring, quality control, data 
management and administrative activities associated with the LBAM 
eradication program and other emergency outbreaks.  Develops and 
maintains cooperative relationships with regional, state and 
officials concerned with the administration of state quarantines 
regulating the movement of crops, products and equipment that may 
spread the pest.  Develops staffing plans, determining what 
scientific functions are critical onsite within the LBAM infested 
area.  Supervises a staff comprised of professional, technical and 
administrative personnel dispersed in a wide geographical area.  
Determines effective recruitment strategies and effective outreach.  
Conducts interviews and hires permanent and seasonal personnel.  
Provides new employee orientation and assures effective employee 
development and training, while establishing learning contracts as 
appropriate.  Assigns and schedules work.  Develops performance 
standards and conducts performance reviews or evaluation of work for 
subordinates.  Provides equal opportunity in employment for all

disciplinary actions when warranted and consults with Employee 
Relations for advice.  Approves and denies leave requests, and 
employees' time and attendance records.  Proposes and approves 
awards and other employee recognition.  Initiates and approves 
personnel actions, within grade increase actions, validates 
probationary period completion.  Assures that pesticide 
certification and defensive driver certification is current and 
appropriate for each employee.  Must have familiarity with OSHA 
standards and basic OWCP procedures.  Incumbent is familiar with 
agency initiatives to promote the Employee Assistance Plan (EAP), 
Work Life Wellness (WLW) and safety and health programs.  The 
incumbent is responsible for conducting a continuing review of all 
program activities to ensure effectiveness and synchronization with 
other PPQ Safeguarding efforts and to ensure full utilization of 
Agency resources.  Represents PPQ in meeting with industry and 
government entities at all levels.  Performs coordination and 
negotiation to encourage active participation and compliance in the 
enforcement of quarantine and control activities of the agency.
