Monning's response to recent decisions of courts in Santa Cruz and Monterey as well as Governor's decision: "These decisions of the court and the governor confirm the necessity of completing EIR and health studies BEFORE spraying. These decisions buy some time, but require continued vigilance and the look to alternatives. At the core of the debate, I am not persuaded that the LBAM presents a threat to California agriculture. I have commented throughout my campaign that I believe this is an international trade issue that can be solved at the international level by convening an emergency dialogue among importing and exporting nations. The imposition of quarantine by some countries is now being reciprocated by others. If there is no provable harm to crops, then trading partners can agree to allow import and export of crops that may show some evidence of LBAM presence."

Bill Monning is an attorney and candidate in the 27th Assembly District. He has coauthored legal texts on the litigation of toxic tort cases and represented rural residents victimized by toxic pesticide products. He is a professor at the Monterey Institute of International Studies and the Monterey College of Law.
